The study of Senior et al. focused on the best practices of public participation in smart and sustainable urban development projects in the Norwegian context. This study resulted from a collaboration between academics and municipal staff. Documents were provided by the municipality and analysis was conducted by academic staff in order to identify the different degrees of public participation at each step of the project. Results from this study indicate that pushing the threshold slightly higher at each step can help concretizing citizen empowerment at the neighborhood level.
