This session introduces core concepts of street-level bureaucracy and examines how frontline and clerical bureaucrats influence policy implementation in developing welfare states. Drawing on examples from Brazil, the lecture highlights how everyday administrative practices shape the outcomes of public policies beyond formal frameworks.
