Join us at the ICPP7 Conference in beautiful Chiang Mai, Thailand, for a thought-provoking panel on “Public Policies for Hybrid Governance.” This hybrid event invites scholars and practitioners to delve into the complex dynamics of governance across public, private, and civic domains.

Why Hybrid Governance?

Governance today is no longer the sole domain of governments; it is an intricate interplay of public agencies, private enterprises, and civil society organizations. From addressing climate change and urban congestion to advancing education and welfare, hybrid governance reflects diverse ownership structures, competing institutional logics, varied funding bases, and unique forms of social and institutional control.

This panel explores:

  • The impact of public policies on hybridity: Do they foster or hinder hybrid forms of governance?
  • Empirical approaches to governing hybridity: How does it differ across sectors?
  • Mechanisms of hybrid governance in policy agenda-setting, formation, and implementation.
  • The role of hybrid organizations, community practices, and transnational governance in shaping policies.

Key Questions

  1. How are public policies influenced by hybridity and hybrid governance forms?
  2. How do governments foster or regulate hybridity, and what mechanisms are at play?
  3. In what ways does hybridity reshape agenda-setting, implementation, and policy evaluation?

The panel invites both conceptual and empirical contributions that examine the dual lenses of policies for hybridity and hybridity in policy formation. Participants will also have the opportunity to connect with ongoing work on special issues (e.g., in the Australian Journal of Public Administration) and an upcoming edited volume on hybrid governance (Edward Elgar, In Press).
