This discussion introduces key concepts of street-level bureaucracy and explores how public policies are implemented in practice across different governance contexts. Through a decolonizing lens, the speakers critically examine reforms associated with New Public Management (NPM) and New Public Governance (NPG), highlighting how frontline actors shape policy outcomes beyond formal institutional design.
