  • Localized plasmon resonance of a metal nanoantenna is determined by its size, shape and environment.
  • We diminish the size dependence by using multilayer metamaterials as epsilon-near-zero (ENZ) substrates.
  • This provides effective control of the phase contribution of each nanostructure.
